Kimberly Kelly-Rolfe, Director

Kimberly Kelly-Rolfe is a business trainer and author, and the founding director of the Southern California Virtual Business Center.

She is best known for her supplier development and training programs, which she launched as an entrepreneurship professor at the USC Marshall School of Business. She founded Kelly Rolfe & Associates to expand her work training and supporting diverse businesses to scale their growth through corporate and government contracts.

She has helped countless organizations establish supplier programming and to date, she has worked with diverse suppliers to acquire over a hundred million dollars in contracts.

She now leads the national accelerator for LA REACh, an initiative out of the Office of the Comptroller for the Currency and is the author of the book, “Capacity, the Roadmap to Secure Corporate & Government Contracts” scheduled for release Fall of 2022.

She has a bachelor’s degree in business and a Master of Science degree in Entrepreneurship & Innovation from USC Marshall School of Business. She is recognized as a leader in supplier development training.

Arna Fulcher is a graduate of the University of Southern California Marshall School of Business. During her three decades as a financial leader in the small business and nonprofit sectors, she has managed in excess of $292 million in total assets.

Arna is nationally recognized for her financial expertise in economic development and nonprofit financial management and is an experienced financial management trainer having conducted workshops throughout the United States. Arna also has more than 35 years of professional work experience in the financial management field as a chief financial officer.

She has chaired the Empowerment Congress Economic Development Committee serving the Los Angeles County Second Supervisorial District. Her financial expertise awarded her nomination as a Los Angeles Business Journal CFO of the Year.

James Rolfe is known for his ability to bring together both corporate and community-based organizations for collaborative efforts to improve the overall health and wealth of the community.

As executive director of Covered Community, he has worked in community outreach and education, hosting numerous workshops and community events, and has raised over a half-million dollars in funding. Under his direction, he led a collaborative of 10 entities, in three locations to enroll over 6500 consumers into the Affordable Care Act (Obama Care).

He has worked with the Certified Business Enterprise Supplier Training (CBEST) program out of the University of Southern California, where he was responsible for bringing key relationships to the program including small business resource providers, corporate partners, bankers, local politicians including the mayor’s office, governor’s office, LA county supervisor, and more.

His expertise as a relationship manager has enabled him to lead outreach efforts for numerous organizations to attract program participants. He is currently the director of outreach and contract specialist for Kelly Rolfe and Associates. He is responsible for recruiting local DBEs for programming and connecting small businesses to local resource providers.

He has conducted outreach and education for the SBA, the State of California, and numerous Southern California organizations.

Darron Elrington, Chief Technology Officer

Darron Elrington’s expertise is the culmination of 26 years in operations management, 24 years of IT/IS experience, and 13 years in higher education as a community college professor and certified distance education educator.

He has worked in operations leadership for companies like The Boeing Corporation, FedEx Corporate, Target Corporate, and Amazon. He has also operated a small IT/IS consulting business for the last 20 years.

He has consulted with startups on implementing operating systems, developed curriculum, and taught numerous business courses for the Los Angeles Community College District.

He serves as chief technology officer for Kelly Rolfe and Associates, where he provides educational and technical support to DBEs seeking corporate and government contracts. He is truly one of the few geniuses of his generation, mastering multiple business disciplines.
